I compared the defrosting board against kitchen paper towel. Both were placed with a piece of frozen chicken breast starting at the same time. After more than an hour, the breast on the defrosting board was completely defrosted that it can be easily folded, while the other one was frozen firmly together with the paper towel...through melting and refreezing I guess.
